  • Public attribution, nation-state cyber actors get named via private-sector reports (Mandiant APT##, CrowdStrike Bear/Panda/etc., Microsoft TYPHOON / SLEET / STORM); see Hacker Groups.

  • Liaison vs unilateral, most agencies have liaison channels with allied services even outside formal pacts; unilateral collection on allied territory still happens (see Snowden disclosures).

  • Civilian vs military, most countries split civilian (foreign + domestic) from military intel; SIGINT often defense-attached; cyber often joint.

  • Legal authority, domestic SIGINT requires a warrant in most rule-of-law states (FISA / RIPA / G10 / NIS Act); foreign collection generally executive authority.

  • Disclosure regimes, US: declassification on a schedule (NDC); EU members vary; UK 30-year rule with exemptions; commonwealth FoI laws.

  • Cyber overlap, defensive cyber and offensive cyber often live under different agencies (e.g. NSA/CYBERCOM vs CISA in the US, GCHQ vs NCSC in the UK).
