Non-state armed actors the operator must reckon with on or near the target. Designations differ by jurisdiction; an entity on one state’s terrorist list may operate openly in another. Cross-reference UN 1267 Sanctions List, EU terrorist list (Council Decision 2580/2001), UK Home Office proscribed organisations, Australia DFAT, MITRE ATT&CK groups, Stanford MMP, and local press before relying on the entry.
